Software, Programs - ASP
Here's a thought - What about the
ASP model? These companies host your content on their site and offer
built-in management tools. Is the picture any brighter here? Well, not
by much.

EZPublish
is a PHP application which is accessed through a web interface.
It is an open source application, which you can download for free.
It was developed by eZ systems. You can also choose a hosted version
that works on a subscription model. When I visited part of their own
page was not working, so I could not get the skinny on the exact
prices, however I hear it is $45 a month - that's pretty close to
ideal, if you don't have an admin who can install it for you. The
web site is navigable and readable. It bears looking into.

LiveElements
by eVincio is a "unique service that puts you a
single click away from editing your Web site" (So is
FrontPage). "The power of the LiveElements service lies in the
ability to distribute Web-based information in real-time to multiple
Web sites in a single click" (now we're getting somewhere ...).
"Can I afford the LiveElements service?
eVincio offers an extremely competitive pricing model based on an
affordable monthly fee. Our costs are both predictable and scalable"
(but we're unwilling to post them on the web site - a little birdie
tells me their idea of "competitive" is $1,500 a month).

Update
this - Looks promising but the information you really want
("how much and what does it DO") are busied under way too
much doublespeak. "If you have to ask how much, you probably
can't afford it" is a big feature of CMS. A discussion group
participant tells me the "enterprise version" is about two
grand a month.
