This is my list of
"kludge-it-yourself" scripts. These generally are not
"all-in-one" CMS "solutions" - rather, they address
individual features you might be looking for. Must be under $500.00,
advertising-free to make it onto this page. There are
advertising-supported "ASP-style" tools listed in the WebDev
Links below. There is a fee for each of these solutions, unless noted
otherwise. There are a small number of low-cost CMS "Suites"
now too.
HTML2JS - My own script for turning HTML into JavaScript, making it

tech-heavy, but the price is a serious step in the right direction
anyway.

"consists of a user-friendly text-editor and a number of site
management tools on one hand and a flexible design and programming
concept on the other." The company is based in Copenhagen and
some of the beauty of their prose may be lost in translation in
places if you catch my drift, but it's worth a look. Price is in
Euros, free to end-users and non-profits.
